Public Buildings

Non-dwellings are responsible for almost 20% of the UK's energy consumption and carbon emissions. The purpose of introducing Display Energy Certificates (DEC) for Public Buildings was to raise public awareness of energy use and to inform visitors to public buildings about the energy use of a building. The Advisory Report which accompanies the DEC will set out recommendations on how the buildings energy efficiency can be improved. It is the governments intention to use these recommendations to make the UK a more compliant region within the European Union.

Only buildings occupied or part occupied either by a public authority or an institution providing a public service to a large number of persons and who are therefore frequently visited by those persons (referred to as relevant institutions), and with a total useful floor area greater than 1,000m2 are affected by this legislation.

The legislation sets out that:

  • Public sector occupiers of certain buildings must display a DEC in a prominent place.
  • Public sector occupiers of certain buildings must have an Advisory Report (AR) in their possession.
  • A DEC is valid for 1 year.
  • An Advisory Report is valid for 7 years.
